Proctor & Gamble's Buckeye Pulp Mill in Taylor County has had a serious impact on Florida's Fenholloway River. The mill discharges 50 million gallons of wastewater into the Fenholloway each day. The dark green, chlorine-filled effluent released by the Buckeye plant is linked to dwindling aquatic life and mutated fish found in the river. Environmental Protection Agency (EPA) officials are reviewing a Proctor & Gamble plan to pipe Buckeye's wastewater out into the open Gulf of Mexico rather than directly into the river. Environmentalists oppose the plan as they are concerned that the Gulf will become the next Fenholloway.

A 1990 Environmental Protection Agency study found that the Fenholloway river had dioxin levels 1,900 times greater than the agency's standard.
